This evaluation report assesses the World Bank-funded Emergency Food Security Project (USD 11.3 million), implemented between 2020–2024 in Guinea-Bissau. The project aimed to improve food and nutrition security among vulnerable populations and enhance resilience to COVID-19-related shocks. Key achievements included distribution of agricultural and market garden seeds, and cash transfers (conditional and unconditional) that improved food availability and consumption. Challenges included logistical issues, limited government technical capacity, and incomplete beneficiary coverage. Recommendations emphasized greater community involvement, capacity building for decentralized services, and adopting hybrid distribution models.
