Lack of accountability and follow up project planning is an issue that can limit many PPEs. This independent evaluation of the Agriculture Services Support Programme - a large scale farmer support programme - highlight a number of reasons why this public private engagement did not achieve poverty reduction or increase in smallholder agricultural activity. One project outcome was to foster a better enabling environment for smallholder agriculture development, yet administrative issues and political economy challenges interrupted success. There are lessons in here for public private engagements that focus on agriculture commercialisation.
